Is Singapore ready for a more civil society?

In Feb 2000 James Gomez was so moved by the Singapore 21 initiative that he described civil society here as "gearing up for a vertical take-off."

The take-off hasn’t happened. Why? Is the Government responsible? Can civil society work hand in hand with the Government in what communitarian philosophers describe as a "politics of the common good"? Or is there a culture of mistrust that prevents a genuine relationship from developing?

Perhaps civil society is the way it is because people don’t care enough to be a part of civil society? ST journalist Chua Mui Hoong described civil society here as an orchid – "a colourful and somewhat exotic extra". Is that all it is?
